It depends on why he has a colostomy bag. It also depends on the type of colostomy. Sometime these bags are only temporary as the intestine needs to heal. This means that there may have been a surgery or some sort of injury. Most often a second surgery is done in less than a year to reconnect the intestine. If he has had the colostomy for a time longer than a year it is very likely that this is something he will have for life. However, since the child has spina bifida it may be that the intestines are deformed, had a blockage or some other medical condtion causing them to be removed. This will also cause him to have the bag for his life time. Also there are different types of colostomies- I included a link that may be of some help. Some colostomies of the large intestine can be drained in the morning and a small "cap" can be worn during the day.

if the boy can learn to train his bowels over time a surgery can be done to reverse the colostomy but would be extremely invasive. If you do infact train his bowel the need for a bag is nonexistant and you will only need to cover the colostomy which would mean no surgery... That would probably be better. Training the bowel to defecate at a certain time also depends on where the colostomy is located in the intestine.
